On March 19, 2020, California Governor Newsom issued Executive Order N-33-20 directing all residents immediately to heed current State public health directives to stay home, except as needed to maintain continuity of operations of essential critical infrastructure sectors and additional sectors as the State Public Health Officer may designate as critical to protect health and well-being of all Californians. DMC is a California-based Corporation that maintains production operations in California and Wisconsin. While Order N-33-20 applies specifically to California businesses, the “stay home” and “shelter-in-place” orders referenced in this email are also being implemented in other states.

In accordance with Governor Newsom’s order, the State Public Health Officer has designated a list of “Essential Critical Infrastructure Workers” that are exempted from this order to help state, local, tribal, and industry partners as they work to protect communities, while ensuring continuity of functions critical to public health and safety, as well as economic and national security. Included in this list is the HEALTHCARE / PUBLIC HEALTH Sector Profile and the companies that support these operations. Organizations providing specific services such as postal, shipping, mailing, and mail management are considered Essential Critical Infrastructure businesses providing support to the HEALTHCARE / PUBLIC HEALTH Sector.

Further, pursuant to the most stringent of “shelter-in-place” orders issued by various public health officers, like the “Public Order Under City of Los Angeles Emergency Authority” dated March 19. 2020, DMC remains exempt from closure as a “manufacturing and distribution company deemed essential to the supply chains of “Essential Critical Infrastructure Workers”.

DMC has a long track record of providing printing and mailing services to health Plan insurance companies required to comply with the federally mandated guidelines of the Centers for Medicare & Medicaid Services (“CMS”). A health plan insurance company must comply with CMS guidelines that mandate the array of printed materials and products Plans are to provide to their members. And, while communication between health plans and their membership is always important, at times like this it is most critical. The products that DMC produces for its health plan customers’ membership includes Member ID Cards, Provider Directories, Formularies, etc. These are materials on which health plan members rely to gain access to their providers. The Medicare membership of these Plans has been identified one of the “most vulnerable” COVID-19 categories of individuals (i.e. persons over age 65) in the country.
